    Dual Voting Right

    The First Constitution of Pakistan, as passed in 1956, provided for “the Principle of Female Suffrage and Women’s Reserved Seats” — A dual voting right, under which the women were not only eligible to vote for a general seat but also to vote for the reserved seats reserved, exclusively for women.

    پاکستان کے پہلے آئین کی منظوری 1956 میں دی گئی جس میں "خواتین کے حق رائے دہی اور خواتین کی مخصوص نشستوں کا اصول" طے کیا گیا – یہ اصول خواتین کو دہرے ووٹ کا حق دیتا ہے جس کے تحت خواتین نہ صرف جنرل نشستوں کے لئے ووٹ دے سکتی ہیں بلکہ صرف خواتین کے لئے مخصوص نشستوں کے لئے بھی اپنا حق رائے دہی استعمال کر سکتی ہیں۔

    Mrs Jehanzeb Ali Jenifer Mosa Qazi was the first Pakistani National of foreign origin to become the Member of the National Assembly in 1972 on the ticket of National Awami Party.

    Mrs Ashraf Khatoon Abbassi was the first woman to become the Deputy Speaker of the National Assembly in 1972.

    Constitution of Pakistan

    The Constitution Committee, which drafted the historic 1973 Constitution, had three women Members, namely: Nasim Jahan, Mrs Jennifer Qazi and Begum Ashraf Abbasi.

    1973 کے تاریخی آئین کا مسودہ تیار کرنے والی آئین کمیٹی میں تین خواتین ارکان شامل تھیں: نسیم جہاں، بیگم جینیفر قاضی اور بیگم اشرف عباسی۔

    Woman Governor

    In 1974, Begum Rana Liaqat Ali Khan was appointed as Governor of the Province of Sindh. She remains the only woman till date to be appointed as Governor of any province in Pakistan.

    1974 میں بیگم رعنا لیاقت علی خان کو گورنر صوبہ سندھ مقرر کیا گیا۔ وہ ابھی تک واحد خاتون ہیں جو پاکستان کے کسی صوبے کے گورنر کے عہدے پر فائز  ہوئی ہیں۔

    First Woman Senator

    Samia Usman was elected to the Senate in 1974 to become the first woman Senator.

    1974 میں سمیعہ عثمان رکن سینیٹ منتخب ہو کر پہلی خاتون سینیٹر بنیں۔

    First Woman MNA

    Begum Naseem Wali Khan was the first woman to be elected from a General Seat in any National Election. She won from two constituencies of N.W.F.P. in the 1977 elections. She remains the only woman till date to get elected from any general seat of N.W.F.P now Khyber Pakhtunkhwa Province. Begum Naseem, however, did not take the oath of her seat and never served as a Member of the National Assembly.

    بیگم نسیم ولی خان پہلی خاتون تھیں جو کسی قومی انتخاب میں جنرل نشست پر منتخب ہوئیں۔ انہوں نے 1977 کے انتخابات میں این ڈبلیو ایف پی کے دو حلقوں سے کامیابی حاصل کی۔ وہ ابھی تک واحد خاتون ہیں جو این ڈبلیو ایف پی یعنی موجودہ خیبرپختونخواہ کی کسی جنرل نشست سے منتخب ہوئیں۔ تاہم بیگم نسیم ولی خان نے اپنی نشست کا حلف نہیں لیا اور رکن قومی اسمبلی کے طور پر کبھی بھی خدمات انجام نہیں دیں۔

    Women Ministers

    Muhammad Khan Junejo was the first Prime Minister (1985-1988) to have women Ministers in his Cabinet. Consequently, Begum Kulsoom Saifullah and Begum Afsar Raza Qazalbash served as full Ministers while Begum Rehana Aleem Mashhadi and Dr Noor Jehan Panezai were made Ministers of State.

    محمد خان جونیجو پہلے وزیراعظم (1985-1988)  تھے جنہوں نے اپنی کابینہ میں خواتین وزراء کو شامل کیا۔ لہٰذا، بیگم کلثوم سیف اللہ اور بیگم افسر رضا قزلباش نے پہلی بار وفاقی وزراء کے طور پر خدمات انجام دیں جبکہ بیگم ریحانہ علیم مشہدی اور ڈاکٹر نور جہاں پانیزئی کو وزیر مملکت بنایا گیا۔

    First Woman Prime Minister

    The only woman of Pakistan to have made world history remains Mohtarma Benazir Bhutto. She was elected as World’s youngest Prime Minister at the age of 35 and remains the first woman in the Muslim World to be elected to this august office. She also remains the only woman to become Pakistan’s Prime Minister twice.

    محترمہ بے نظیر بھٹو نے پاکستان کی واحد وزیراعظم کے طور پر خدمات انجام دے کر عالمی سطح پر ایک نئی تاریخ رقم کی۔ وہ 35 سال کی عمر میں دنیا کی سب سے کم عمر وزیراعظم بنیں اور اس اعلیٰ ترین عہدے پر فائز ہونے والی مسلم دنیا کی پہلی خاتون ہیں۔ اس کے علاوہ، وہ واحد خاتون ہیں جو دو مرتبہ پاکستان کی وزیراعظم بنیں۔

    Highest Votes Received

    Mohtarma Benazir Bhutto also holds the distinct record of receiving the highest percentage of the polled votes in any general elections of the national history. She received 98.48% votes in the 1990 General Elections.

    محترمہ بے نظیر بھٹو کو ایک منفرد اعزاز یہ بھی حاصل ہے کہ انہوں نے ملکی تاریخ کے کسی بھی عام انتخابات میں ڈالے گئے ووٹوں میں سب سے زیادہ فیصد ووٹ حاصل کئے۔ 1990 کے عام انتخابات میں انہیں 98.48 فیصد ووٹ ملے۔

    Women Parliamentarians’ Conference

    Pakistan hosted the first Muslim Women Parliamentarians’ Conference in 1995.

    پاکستان کو 1995 میں پہلی مسلم خواتین ارکان پارلیمنٹ کانفرنس کی میزبانی کا اعزاز بھی حاصل ہے۔

    First elected Woman MNA from Balochistan

    Ms Zubaida Jalal is the only woman who has ever won a National Assembly seat from a general constituency from the remote province of Baluchistan.

    محترمہ زبیدہ جلال واحد خاتون ہیں جنہوں نے بلوچستان کے دورافتادہ صوبے کی جنرل نشست سے قومی اسمبلی کے انتخابات میں کامیابی حاصل کی۔

    Reserve Seats for Women in Senate

    The Senate, elected after 2002 General Elections, was the first Upper House to have Women Members on Reserved Seats.

    2002 کے عام انتخابات کے بعد منتخب ہونے والے ایوان بالا یعنی سینیٹ میں مخصوص نشستوں پر منتخب ہونے والی خواتین ارکان بھی شامل تھیں۔

    First Woman Speaker Assembly

    History was again created in 2008, when as a result of February 18 General Elections, Dr Fehmida Mirza became the first woman in Pakistan’s history to be elected as the Speaker of the National Assembly. She’s also the first woman Speaker in the Muslim World.

    2008 میں ایک بار پھر تاریخ رقم ہوئی جب 18 فروری کے عام انتخابات کے نتیجے میں ڈاکٹر فہمیدہ مرزا، ملکی تاریخ کی پہلی خاتون کے طور پر سامنے آئیں جنہیں قومی اسمبلی کی سپیکر کے عہدے کے لئے منتخب کیا گیا۔ وہ مسلم دنیا کی بھی پہلی خاتون سپیکر ہیں۔

    Election Act 2017

    According to section 206 of the Elections Act 2017, political parties are bound to issue 5% general seat tickets to the women.

    الیکشن ایکٹ 2017 کے سیکشن 206 کی رو سے، سیاسی جماعتیں جنرل نشستوں کی 5 فیصد ٹکٹیں خواتین کو دینے کی پابند ہیں۔

    2017- Increased Women Participation -

    Section 9 of the Election Act 2017 indicates that if the “turnout of women voters is less than ten percent of the total votes polled in a constituency”, the ECP can presume that women were restrained from voting and declare the results of the constituency or some of its polling stations as null and void.

    الیکشن ایکٹ 2017 کے سیکشن 9 کی رو سے، اگر "خواتین ووٹرز کا ٹرن آؤٹ، انتخابی حلقے میں ڈالے گئے کل ووٹوں کے دس فیصد سے کم ہو"  تو الیکشن کمیشن یہ فرض کر سکتا ہے کہ خواتین ووٹرز کو ووٹ دینے سے روکا گیا  اور وہ اس انتخابی حلقے یا اس کے بعض پولنگ سٹیشنوں کے نتائج کو منسوخ اور کالعدم قرار دے سکتا ہے۔
